InternetCreateUrl and Windows Server 2003

Hi,

Has anybody some idea why InternetCreateUrl (used from C++) does not work
in Server 2003 but works OK in Windows 2000 + SP4.

Exactly the same code compiled in Windows 2000 does not work when run in
Server 2003.

There comes for example an error:

Unable to get base URL from "file://D:/xmltest/test.xml#tag1"
The parameter is incorrect.
